Federation of Jewish Communities in the Czech Republic publishes on August 5, 2024 the Annual Report on Antisemitism in the Czech Republic for 2023.

Federation of Jewish Communities in the Czech Republic (FJC) recorded a total of 4,328 antisemitic incidents in 2023, compared to 2022, when 2,277 incidents were registered, representing an increase of 90 %. 2023 has once again confirmed the constant trend of a dramatic increase in antisemitism.

The collected data does not offer a complete statistical overview of all antisemitic incidents for 2023. The FJC draws information exclusively from open sources, representing a small segment of the described reality. The number of registered incidents also depends on the willingness and ability of victims and witnesses to report antisemitic incidents. In the Czech Republic, as in other countries, hate crimes continue to be underreported, often due to stigmatisation, mistrust of institutions or concerns about personal safety. The FJC statistics cannot answer the question of what proportion of the Czech population thinks or acts antisemitic. Still, they do tell us about trends and the social climate concerning anti-Jewish hatred.

Antisemitic-motivated physical violence occurs only exceptionally in the Czech Republic. In the last five years, two violent attacks were reported to the FJC (2020 and 2021). No attacks were recorded in 2023. Regarding personal security, Czechia remained a safe country for Jews in 2023.

Many domestic and foreign events influenced the themes, motives and speed of the spread of antisemitism. Until the very end of 2023, antisemitic narratives were connected with Russian military aggression against Ukraine and the fading COVID-19 pandemic. A turning point was October 7, 2023. Palestinian terrorist organisations led by Hamas attacked civilian and military targets in southern Israel from the Gaza Strip. The unprecedented attack started a war between Israel and Hamas. Immediately after the October 7 attack, an intensive wave of worldwide antisemitism followed, which also had a profound effect on the Czech Republic.

Monthly statistics demonstrate a substantial increase in antisemitism in the last quarter of 2023. Whereas 2,528 incidents were registered in January-September, i.e. 58.41%, a further 1,800 incidents were registered in October-December, representing 41.59%. For January-September 2023, the average monthly increase compared to 2022 was 50.03%. In the period October – December, the average increase was 254.32%.

Regarding the spread of antisemitism, all major ideologies have become active in the last five years. Until 2019, the biggest threat to the Jewish community was posed by far-right extremism. In the years 2020-2023, in connection with the COVID-19 pandemic and Russian aggression against Ukraine, the influence of disinformation platforms significantly strengthened. After the October 7 terrorist attack, the activities of the far-left and Islamism accelerated. Anti-Jewish hatred largely in the form of demonisation and delegitimisation of the State of Israel made a significant entry into the public domain in 2023 and became a socially acceptable attitude. The aggressiveness of antisemitic incidents, which were increasingly targeted at specific persons or institutions, intensified. Anti-Jewish attitudes were adopted and spread by more and more individuals who otherwise showed no sympathy for political or ideological extremism. The end of 2023 thus brought a completely new trend of normalising antisemitism.

The Annual Report is published on website of FJC.

Incidents with antisemitic context can be reported via dedicated form on the website of the FJC https://www.fzo.cz or directly on https://www.nahlasincident.cz/.

The Federation of Jewish Communities in the Czech Republic and the Foundation for Holocaust Victims, in cooperation with the Office of the Senate of the Parliament of the Czech Republic, held a commemorative meeting today in the Main Hall of the Senate of the Czech Republic on the occasion of Holocaust Remembrance Day and the Day of Prevention of Crimes Against Humanity.

The meeting was held under the auspices of the President of the Senate, Mr. Miloš Vystrčil, who in his opening speech focused on the importance of remembering and commemorating the Holocaust: “Actively populating the space with credible and truthful information is imperative. The atrocities of the Holocaust and other crimes against humanity must persist in our society, etched into our collective memory, serving as a stark example of the perilous paths that hatred and indifference can lead. A tangible manifestation of our commitment to fulfilling duties, albeit occasionally delayed, is the inauguration this year of the Holocaust Memorial to Roma and Sinti in Lety u Písku. It is my hope that this memorial will ultimately stand as a dignified place of remembrance.“

Czech Prime Minister, Petr Fiala, also stressed the importance of commemorating the Holocaust and spoke out against manifestations of anti-Semitism: “We should be concerned. The increasing anti-Semitism and ethnic hatred serve as a “litmus test” that something is amiss in the Western world. It arises when people start to forget the crucial historical lesson that evil is always in close proximity, capable of resurfacing among us at any time. Hence, acts of violence must not be tolerated. We must endeavor to engage in conversations with individuals who may be ensnared by animosity, those lacking a comprehensive understanding of history, or those yet to recognize the repercussions of embracing aggression as a commonplace or preferable stance. It is our shared duty to safeguard the vulnerable and combat hatred, unwaveringly, each day. Thank you.”

Ms. Doris Broul, a survivor of the Terezín ghetto and the Auschwitz-Birkenau extermination camp, is filled with sadness that after 95 years of her life she has once again seen the rise of anti-Semitism. “Whether we talk about anti-Semitism, Islamophobia, xenophobia, we are only using other words for the very ordinary hatred of others, which usually stems from ignorance, narrow-mindedness, and stupidity built on consciously or unconsciously spread lies. Unfortunately, the present, partly due to people’s inability and, in worse cases, unwillingness of people to use new technologies wisely, the present is characterized by a wide and deliberate spread of conspiracies, rumors, misinformation – in short, lies. Lies that ultimately lead to hatred, expressed verbally, or at worst, through actions.” Ms. Broulova does not recall her wartime experience with bitterness, resentment and hatred; instead, her memories often return to expressions of ordinary human kindness. She concluded her speech with an appeal: „My appeal is very simple. I would like to ask everyone to find goodness in themselves and, as much as their strength and nature allow, to spread this goodness further. Through ordinary human deeds, even just a polite greeting, a smile, but above all: the truth. I ask everyone to consciously refrain from spreading lies that can ultimately cause harm. Let us appreciate the freedom we can now enjoy in unprecedented abundance but let us not misuse it by harming others with our expressions. I appeal to people not to be led by hatred, and above all, not to pass it on“.

Michal Mižigár, a representative of the Romani community, welcomed the construction of the memorial in Lety u Písku, which will be opened in April of this year. He called on legislators and politicians to push for the adoption of a definition of antigypsyism: “The Czech Government’s adoption of a clear definition of Antigypsyism is necessary to promote social cohesion and address systemic discrimination against the Romani community. A precisely defined concept will provide a basis for recognizing and combating anti-Roma prejudice, while ensuring legal clarity and promoting inclusion. By officially recognizing Antigypsyism, the government can take proactive measures to challenge stereotypes, improve education, and implement policies that promote equal opportunities for all citizens, thus contributing to a more tolerant and just society“.

Michal Klíma, the Chairman of the Board of Directors of the Foundation for Holocaust Victims, discussed the great increase in anti-Semitism around the world and the protests against the very existence of the State of Israel after the Hamas attack on 7 October 2023. “There are only the last survivors of the Shoah among us. As the witnesses pass away, the memory disappears and the room opens up for new manifestations of racism and anti-Semitism. Holocaust Remembrance Day is an opportunity to recognize what these acts of hatred lead to and to take decisive action to stop them.” He expressed his gratitude to the representatives of the Government for their constructive and responsible approach to the prepared national strategy to combat anti-Semitism and appreciated the fundamental change in the approach of law enforcement authorities in assessing manifestations of anti-Semitism.

Petr Papoušek, the Chairman of the Federation of Jewish Communities in the Czech Republic, moderated the memorial meeting and introduced the words: “79 years ago, the Nazi concentration and extermination camp Auschwitz-Birkenau was liberated. As we approach its 80th anniversary next year, it is disheartening that Jews, our relatives, family members, and children, do not feel secure in today’s world, including Europe. The Hydra of anti-Semitism has surged dramatically since the days of Covid, reaching alarming levels today. We gather here to remember and construct a memory vital for our future and security.“ Finally, he read out a call by Holocaust survivors for the release of hostages in Gaza: „Last year on October 7, Hamas gunmen invaded Israeli territory from the Gaza Strip, murdered and tortured with deliberate cruelty (children in front of their tied-up parents), and filmed and published their work. They killed at least 1139 people and took 240 into captivity: without choice, civilians, children, the elderly sick. Most of them still remain in captivity somewhere in Gaza under conditions that are unknown. It is now almost four months since new crimes against humanity were deliberately, demonstratively committed and are still ongoing. It is in the interest of generations present and future that the hostages forcibly taken and held in Gaza be returned home immediately. We demand their unconditional and immediate release.“

During the ceremonial meeting, concert performances were given by the Mackie Messer Klezmer Band. Part of this year’s memorial meeting was an exhibition by Martin Korčok, The Tragedy of the Jews from the territory of Slovakia.

The commemorative meeting is being held thanks to the financial support of the Ministry of Culture of the Czech Republic and the Jewish Community in Prague.

Společně pro Izrael (Together for Israel) was the name of the public gathering organized by the Federation of Jewish Communities in the Czech Republic (FŽO) in support of the State of Israel and its people. On Wednesday, November 1, 2023, the Old Town Square in the center of Prague was filled with people who came to condemn the unprecedented murder of civilians committed by the Hamas terrorist movement on October 7, 2023, to remember the more than 230 hostages taken, and to support the right of the State of Israel to defend itself and its people.

The Czech and Israeli anthems were played at the beginning of the gathering.

In his opening remarks, FŽO Chairman Petr Papoušek said, “This is a difficult time for Israel, for the Jewish community around the world, and for the Palestinians who have the right to self-determination without terrorists. This war began with an unimaginably barbaric attack by Hamas, which is solely responsible for unleashing the violence and for all casualties on both sides. We deplore the Israeli and Palestinian civilian casualties without distinction and extend our condolences to their loved ones.” He pointed out that this “is not just an attack on Israel and its people, but on the Jewish community around the world, on the liberal and democratic values of our civilization.”

“It is hard to find words for what has happened,” Czech Prime Minister Petr Fiala said at the event. “Israel desperately needs friends,” he said, adding that the Czech Republic is one of them and will be a voice for Israelis in Europe. Fiala also recalled that during his visit to Israel he had met some of the people affected by the war. “These are terrible stories. It was not only an attack on Israel and its society, but it was an attack on humanity and our civilization. That is why we must be unequivocal in our condemnation of that attack, unequivocal in our support,” the prime minister said.

The prayer for peace in the State of Israel was delivered by Omer Tal.

The Czech Government Commissioner for Human Rights, Klára Šimáčková Laurenčíková, also spoke at the event, warning against anti-Semitism and bigoted hatred and warning of the rise of these pernicious manifestations. She further stated that “No one must be afraid to live in society as it is, and no one shall be the target of hatred, violence and cruelty because of his origin, what his faith or religion is.”

Emma Günsberger, chair of the Czech Union of Jewish Youth and a student at the Faculty of Arts at Charles University, shared a little-known fact about hidden or even open signs of anti-Semitism and hatred that Jewish students are experiencing at Czech universities: “The war between Hamas and Israel are already slowly finding their way to Czech universities. We are afraid.” and clarified that it was verbal attacks from classmates and teachers. She further appealed to those present “Let us not polarize the already heated conflict. Please, let us be responsible, even words matter”.

Director and screenwriter Jan Hřebejk asked the rhetorical question “Whose side are you on?”, and he immediately replied that he was on Israel’s side. He further elaborated his answer with “To stand on someone’s side, to stand in solidarity with someone, is not to be against someone else.” And he quoted Michal Sýkora: “There are moments when choosing a side in a non-black and white world is not only possible, but also desirable. When one side in a conflict fears nothing, driven by sheer hatred, I side with those who defend themselves from utter annihilation.”

Jonathan Gutmann, a graduate of the Charles University’s 3rd Medical School, reminded those present that there are still more than 230 hostages, many of them children and women, kidnapped and held by terrorists in the Gaza Strip. Among them is his cousin, Evyatar David, whose fate is still unknown to his family and the public. Dr. Gutmann said that “Evyatar was at a peace festival in southern Israel on October 7 and never returned,” describing how his family learned of Evyatar’s abduction from a video released by Hamas. He now believes that the unconditional and immediate return of all abductees is the most important thing, “and this must be constantly emphasized.

Anna Azari, Ambassador of the State of Israel, thanked the Czech Republic and addressed the gathering in Czech. “I would especially like to thank Prime Minister Petr Fiala for the fact that the Czech Republic has stood unequivocally behind Israel since the first days of the war.” She also spoke about the hostages, whose release she considers an absolute priority.

The Kaddish prayer was recited by Chief Rabbi Karol Efraim Sidon.

In addition to Jewish organizations, the Společně pro Izrael (Together for Israel) gathering was supported by a number of cultural, social, educational and other public institutions and organizations, as well as individuals. The event was personally attended by ministers, members of parliament from the ruling and opposition parties, senators and representatives of churches, representatives of the diplomatic corps and many other personalities.

The gathering included a commemoration of the victims and was moderated by Ester Janečková. The whole event took place in a tense but at the same time peaceful atmosphere.

Federation of Jewish Communities in the Czech Republic (FJC) recorded 2 277 antisemitic incidents in 2022. The constant trend of leapfrog growth of antisemitic manifestations which could be clearly seen in the previous periods monitored, thus continued also last year. Compared to year 2021, in which 1,128 antisemitic incidents were recorded, this trend can be labelled as dramatic.

In accordance with the trends of the past few years, 97 % of all manifestations of antisemitism originated in the virtual environment. Apart from articles, graphic materials, anonymous comments and discussion posts, it concerned especially social networks, where over 74% of all online incidents were recorded. In the long‐term perspective, it is the social media networks which are the dominant host platform of antisemitism and hatred production and dissemination in general, and to a significant extent contribute to the growing polarisation in society. Two cases of vandalism on Jewish property correspond to previous years. On the contrary, the 10 recorded cases of threatening, insults or harassment represent a double increase compared to 2021. But, in this context, we shall recall again that victims or witnesses of manifestations of prejudicial hatred motivated by antisemitism often decide not to report these acts to relevant authorities, or for various reasons do not wish to give the details of their negative experience. Therefore, although the FJC has analysed only a few violent acts targeted against the Jews, it is likely that the actual number of similar incidents is annually much higher.

The content of the recorded antisemitic incidents has not gone through any essential change in 2022 as compared to the preceding years. Manifestations of prejudicial hatred always correlate with the general atmosphere in society, which is shaped by local events as well as global geopolitical and economic factors. Last year, the content, form and amount of antisemitic narratives was thus influenced beside the fading away covid‐19 pandemic by the Russian aggression against Ukraine, including the related economic, energetic and raw materials’ crisis, and last but not least by the persisting tension in the Middle‐East in the context of the Israeli‐Palestinian conflict.

From the analysis of the attacks of motivated prejudicial hatred recorded so far, it clearly follows that the internet and virtual communication platforms in particular play the dominant role in the radicalisation process of individuals and groups, and at the same time facilitate the planning and preparation of violent crimes. This observation was confirmed by an attack with a firearm which took place in the proximity of Tepláreň bar in Bratislava on October 12, 2022, and which had two victims. In his own words, the perpetrator had prepared for the act systematically and for a long time and had shared a great amount of hate and conspiration comments on social networks. Although no comparable incident was recorded in CR in 2022, the global context of persisting concerns about radicalisation in the online environment remains high on the agenda.

More than one third of the total number of incidents, which the FJC analysed in 2022, originated in the ideological positions of the far right. In the second third of antisemitic incidents, the ideological background could not be clearly determined because the authors or disseminators of these incidents do not declare any extreme political attitudes. But from the ideological point of view, the growth of the total volume of recorded data most clearly showed in the case of the disinformation platforms. Despite the fact that the previous four periods monitored saw a steady increase in this area, in 2022, an over 200% leapfrog increase was documented. While in 2021, 14.4 % of all registered incidents originated from the disinformation platforms, in 2022, these platforms published 24.5 % of all antisemitic incidents documented. Due to the increasing disinformation media activity and popularity and to massive acceleration of conspiracy content dissemination, it is not a surprising, but an extremely worrying finding. Disinformation movements contribute to society polarisation and have the potential to act and destroy the fundamental democratic constitutional principles.

Despite the severity of some conclusions, we can, again, affirm that the Czech Republic is a safe country for the Jewish community. Manifestations of antisemitism ventilated in the internet environment set a trend in the long‐term and on the global scale, though, which definitely deserves increased attention.

The Annual Report is published on website of FJC (http://www.fzo.cz) in Czech and English. On this website incidents with antisemitic context can be reported via dedicated form.

The Annual Report on Manifestations of Antisemitism in the Czech Republic in 2022 was published by Federation of Jewish Communities in the Czech Republic as of the results of the MANTIC project which is co-financed by the European Union via CERV programme.

The Federation of Jewish Communities in the Czech Republic and the Foundation for Holocaust Victims, in cooperation with the Office of the Senate of the Parliament of the Czech Republic, held a commemoration meeting in the Main Hall of the Senate of the Czech Republic on the occasion of the Day of the Holocaust Remembrance and Prevention of Crimes Against Humanity.

The meeting was held under the auspices of the President of the Senate, Mr. Miloš Vystrčil, who in his opening address summarized the reasons why to commemorate the Holocaust Remembrance Day and the Prevention of Crimes Against Humanity is necessary. At the same time, he encouraged us to be inspired by the title of Righteous Among the Nations awarded in Israel… “This title is awarded to people of non-Jewish descent who helped Jews overcome suffering or saved lives during World War II. We live today in a time when we are not usually forced to save the lives of others. And yet, I think the title Righteous Among the Nations should be an inspiration to us. The people who saved the Jews risked their own lives. We don’t have to ask that of ourselves today. But what we should ask of ourselves to be righteous is that we should be able to help those whose lives are at risk, who are in a much more difficult situation than we are today. It should be the Ukrainians, for example, that we should think about. It should be the Jews in Russia, for example. And there are also members of sexual minorities. If we want to be just, then we should think about that and we should be inspired by the title Righteous Among the Nations in that sense.”

Chairwoman of the Chamber of Deputies, Mrs. Markéta Pekarová Adamová, stated: “So, we meet today to pay tribute together with respect to all those who have managed to preserve their humanity even in the darkest hours of our modern history. To all those who, in the face of adversities difficult to imagine, helped others in need and strove to save them. On this occasion, it is also worth recalling the words of Václav Havel: «All important events of the real world – beautiful as well as the monstrous ones – always have their prelude in the realm of words.» Thus, the words really matter. It is therefore necessary to treat them with the utmost responsibility and not to cause fear and frustration in society through public statements. These have never led (and will never lead) to any good.”

The witness and prisoner of the Nazi concentration camp Auschwitz-Birkenau Mrs. Dita Krausová remembered her grandfather, professor Johann Polach, who had been a senator during the First Czechoslovak Republic. She continued with her life story. At the end she stated: “I often go to schools and tell students about« my» Holocaust. They always listen attentively, and at the end they often ask: «What would you like us to learn from you? What is your message? » And I beg them: «When you have children, educate them against hatred. Don’t tell them they mustn’t play with a boy because he’s black or with a girl because her eyes are slanted. Hatred is evil, it only causes suffering and war. »”

Mrs. Alica Sigmund Heráková, member of the Inter-Ministerial Commission for Roma Community Affairs commemorated the long-time chair of the Committee for the Reparation of the Romani Holocaust, Mr. Čeněk Růžička who died at the end of last year and acknowledge his tireless work. In her speech, she also focused on the present and stated: “Violence motivated by hate is an ever present phenomenon. Therefore, I would like to thank today to all the personalities in public life, but also to all the lesser known individuals who are not afraid to condemn and reject hate violence and respond to manifestations of racism and xenophobia. The experience of the Romani community as a whole remains often traumatic. Society is an organism, whether we want it or not we are all interconnected. The individual cannot be responsible for the whole, but he or she is responsible for himself or herself. We should seek courage in our daily lives, courage to stand up for the weaker and often also to stand up for ourselves.”

President of the Federation of Jewish Communities in the Czech Republic, Mr. Petr Papoušek, pointed out recent statement of the Foreign Minister of the Russian Federation, who “compared the support of Western governments for Ukraine to Hitler’s Final Solution, which resulted in the murder of six million Jews during the Shoah. He claimed that the United States had put together a coalition of European states to resolve the “Russian question” in the same way. This is not the first time he has used the equivalence of the Holocaust and Hitler references. It is appalling that such statements should be used by the top leader of a state whose army liberated Auschwitz 78 years ago, on the days when we commemorate the International Holocaust Remembrance Day. Now the army of the same state that rescued the survivors is driving them away from the death it is spreading. We must thank our government and, above all, all the citizens of the Czech Republic for taking in hundreds of thousands of refugees from Ukraine. This act is not taken for granted, the difficult times are not over yet and I believe that we will persevere in this support.” Mr. Papoušek also expressed his thanks to the Czech government for responsible approach to the preparation of the National Strategy on Combating Antisemitism.

The ceremonial commemorative meeting was completed by pieces by Ernst Bloch and Karel Pexidor performed by Adéla Kamínková, Václav Dlask and Jan Mára from the NeoKlasik Orchestra.

Among the guests there were also two holocaust survivors from Ukraine who were forced to flee their homeland due to the Russian aggression and found shelter in the Czech Republic.

Part of this year’s memorial meeting was the exhibition “Invisible Synagogues”, of photographs by Štěpán Bartoš, displaying places where synagogues used to stand in various Czech towns. Most of them were irreversibly destroyed between 1938 and 1989 during the Nazi and Communist eras.

The annual commemorative gathering is attended by survivors of the Nazi concentration camps and their children, representatives of organizations that bring together former prisoners, senators, ambassadors, the Chief Rabbi, the Archbishop of Prague and other prominent figures in cultural, political and religious life.

This event is held thanks to the financial support of the Ministry of Culture of the Czech Republic and the Jewish Community in Prague.
